No, more likely it's something existing outside of that. Like how missions are for Counter Guardians, or how the Throne can be for Servants. One not necessarily needing to have died for such a contract, but instead be close to death. I wonder if maybe this place also chooses those who suffer a certain amount within their lives. Compelling them to stay and enjoy the comfort rather than returning to the pain of their reality.
